How to read the outcome
- PAUSE BEFORE ACCESS: identity/recovery, MFA, payouts or exit are unclear or agency-controlled.
- CLOSE GAPS IN WRITING: another control lacks a clear owner, limit or revocation path.
- COMPLETE THE MAP: one or more answers are missing, so the picture is incomplete.
- DOCUMENTED ACCESS BASELINE: all 12 points are mapped with no known unclear control. This is not a safety or suitability certification.

No. It is not a safety score, certification, legal review or security audit. It only maps whether specific operating controls are creator-controlled, defined in writing or unclear.

Can an agency legitimately have access?
Limited or shared access may be reasonable for agreed work. The purpose, owner, approvals, limit, duration and revocation method should be specific.
